BRUCE SMITH has been named vice president and dean of students at Whittier College in Whittier, Calif. He was previously dean of students at Reed College in Portland, Ore. Smith holds a bachelor’s degree in American civilization from Brown University, a master’s degree in education from the University of Southern California and a doctorate in education from UC Berkeley.

SHANDA L. GORE has been appointed the first vice president of institutional innovation and economic development at Union Institute & University. Gore was formerly associate vice president at the University of Toledo. Gore holds a bachelor’s degree in communications, a master’s degree in communication with a study emphasis on minority communities in the Greater Toledo, Ohio area, and a doctorate in education all from Bowling Green State University.

He holds a bachelor’s degree in sociology from Greenville University, a master’s degree in early childhood special education from the University of Colorado at Denver, and a doctorate in educational leadership from the University of Colorado at Denver.

Hunter holds a bachelor’s degree in criminal justice from Missouri Western State University and a master’s in education from Webster University.

She holds a bachelor’s degree in social science with a focus in law, societies and justice from the University of Washington in Seattle.

While the U.S. public-charge rule has existed since the 1990s, the new version has far-reaching implications for immigrant and international students. The rule requires individuals seeking to enter the U.S. to show they are self-sufficient and will not require public resources, including government benefits such as welfare. The rule’s definition has been expanded to include non-cash public benefits.
