As a freshman legislator, Congressman Hawkins played a major role in writing Title VII of the Civil Rights Act of 1964, which outlawed discrimination in employment, based on race, color, national origin and religion, and established the Equal Employment Opportunity Commission. He went on to author or co-author several civil rights and education bills, including the Historically Black College and University Act of 1986.

Second Annual Black, Brown & College Bound Conference Held In Florida
TAMPA, Fla. — Community college educators from as far as Washington state and the Bahamas descended on Tampa, Fla., last week for the second annual Black, Brown & College Bound Conference. RALEIGH, N.C. — The president of the state community college system won’t back down from a new policy that allows Undocumented Immigrants to enroll on all campuses, saying that doing otherwise runs counter to a nearly 50-year-old tradition of open admissions.
